Consortium/Third-Party Administrators (C/TPAs) manage all or part of an employer's DOT drug and alcohol testing program, sometimes including maintaining required testing records. We perform tasks as agreed to by the employer to help implement the program and keep the employer compliant with the DOT/FMCSA Drug and Alcohol Testing rules and regulations.
Driver Qualification File Assistance
A Driver Qualification (DQ) file is a collection of documents that the Department of Transportation (DOT) requires businesses to keep for each employee who drives a commercial vehicle (CMV). The file's purpose is to verify that the driver is safe, healthy, and qualified to operate the vehicle. The Federal Motor Carrier Safety Administration (FMCSA) requires DQ files as part of Part 391 of its regulations

Drug and Alcohol Clearinghouse
At The Compliance Alliance, we serve as an employer's C/TPA. We conduct new hire queries and annual queries, and we handle reporting to the Clearinghouse on your behalf.
The Clearinghouse is a secure online database that provides real-time information to employers, FMCSA, State Driver Licensing Agencies (SDLAs), and state law enforcement personnel regarding drug and alcohol program violations by commercial driver’s license (CDL) and commercial learner’s permit (CLP) holders.
The Clearinghouse allows employers to identify drivers who have committed drug and alcohol program violations while working for one employer but have failed to inform another employer, as required.
Onsite Services
We provide on site collections for random drug and alcohol testing. This service is available for companies with more than 5 driver's. This service is available in Denver Metro Area and along the front range, Eagle County, Grand County, Clear Creek County, and Summit County. We also contract out to mobile collectors in the Phoenix, Arizona area and Houston, Texas. We also have a network of around 4,000 collection sites nationwide to meet the needs of clients for pre-employment testing, accident testing and random testing outside our service area.
Reasonable Suspicion Supervisor Training
The Federal Motor Carrier Safety Administration (FMCSA) mandates that employers provide reasonable suspicion training to supervisors responsible for overseeing drivers. This training helps supervisors recognize signs that may indicate a driver is under the influence of drugs or alcohol and guides them in making decisions about whether the driver should undergo testing. This training must include a minimum of 60 minutes of instruction on alcohol misuse and 60 minutes on the use of controlled substances, totaling 120 minutes overall.

Our employer background checks service gives you the tools to in ensure the people you hire or need to test for yourself or your clients are trustworthy and have the necessary skill, job experience, and education that they claim to possess. The employee screening process can protect employers/organizations from lawsuits and charges of negligence of hiring the wrong applicant.
